Can graffiti be considered as "Fine Art"?

Graffiti is defined as any scratchings, drawings or paintings of images or words made in a public place. Not what one would normally consider to be 'fine art'. Fine art however is defined as being predominantly visual art created solely for it's aesthetic content. Therefore, much graffiti CAN be considered as 'fine art'.
